青鸾联合实验室的发展模式采用了“实验室+产业落地+企业化运作+产业园区”的三步走战略。
第一阶段：针对本国市场的定向研发

因此，在第二阶段，聖福林集团、中科院广州所、NUST巴基斯坦国立科技大学三方共同在中巴经济走廊经济特区高新科技产业园区内落地由巴基斯坦军方持股、中科院控股、聖福林集团参股的巴基斯坦本地军企。这就为青鸾实验室的研发产品提供了广阔的市场应用场景及发展动力。
第三阶段：打造巴基斯坦“中关村”
在中巴经济走廊经济特区高新科技产业园区内，三方以“中关村模式”打造巴基斯坦及两亚地区的高新科技产业高地。目前，巴基斯坦军方已对产业园项目完成了充分的评估，并批准了产业园建设用地。产业园规划将于2023年8月正式投入使用。这是巴基斯坦迄今为止，唯一一个高规格高新科技产业园区。

The National University of Science and Technology is not only the number one institution in Pakistan, but also a direct base under the full control of the Pakistani military and an important asset of the Pakistani military. At present, the only high-tech industrial park in the China-Pakistan Economic Corridor Special Economic Zone is located in the NUST National University of Science and Technology, supporting the corresponding taxation, import and export policy support for the China-Pakistan Economic Corridor project.
Therefore, in the second stage, St. Fulin Group, Guangzhou Institute of Chinese Academy of Sciences, and NUST Pakistan National University of Science and Technology jointly landed in the high-tech industrial park of the China-Pakistan Economic Corridor Special Economic Zone. Participated in local Pakistani military enterprises. This provides a broad market application scenario and development momentum for the research and development products of Qingluan Laboratory.
The third stage: building Pakistan's "Zhongguancun"
In the high-tech industrial park of the China-Pakistan Economic Corridor Special Economic Zone, the three parties use the "Zhongguancun Model" to build a high-tech industrial highland in Pakistan and the two Asia regions. At present, the Pakistani military has completed a full assessment of the industrial park project and approved the construction land for the industrial park. The industrial park is planned to be officially put into use in August 2023. This is the only high-tech high-tech industrial park in Pakistan so far.
